CAIR’s Inner Workings Exposed

The Council on American-Islamic Relations has, since its founding in 1994, served as the Islamist movement in North America’s most high-profile, belligerent, manipulative, and aggressive agency. From its headquarters in Washington, D.C., CAIR also sets the agenda and tone for the entire Wahhabi lobby.

A substantial body of criticism about CAIR exists, some of it by me, but until now, the group’s smash-mouths and extremists have managed to survive all revelations about its record. The publication this week of Muslim Mafia: Inside the Secret Underworld That’s Conspiring to Islamize America (WND Books) may, however, change the equation.

Written by P. David Gaubatz and Paul Sperry, the investigation is based largely on the undercover work of Gaubatz’s son Chris who spent six months as an intern at CAIR’s D.C. headquarters in 2008. In that capacity, he acquired 12,000 pages of documentation and took 300 hours of video.

Chris Gaubatz’s information reveals much that the secretive CAIR wants hidden, including its strategy, finances, membership, and internal disputes, thereby exposing its shady and possibly illegal methods. As the book contains too much new information to summarize in small compass, I shall focus here on one dimension – the organization’s inner workings, where the data shows that CAIR’s claims amount to crude deceptions.

Claim 1: According to Ibrahim Hooper, the organization’s communications director, “CAIR has some 50,000 members.” Fact: An internal memo prepared in June 2007 for a staff meeting reports that the organization had precisely 5,133 members, about one-tenth Hooper’s exaggerated number.

Claim 2: CAIR is a “grass-roots organization” that depends financially on its members. Fact: According to an internal 2002 board meeting report, the organization received $33,000 in dues and $1,071,000 in donations. In other words, under 3 percent of its income derives from membership dues.

Claim 3: CAIR receives “no support from any overseas group or government.” Fact: Gaubatz and Sperry report that 60 percent of CAIR’s income derives from two dozen donors, most of whom live outside the United States. Specifically: $978,000 from the ruler of Dubai in 2002 in exchange for controlling interest in its headquarters property on New Jersey Avenue, a $500,000 gift from Saudi prince al-Waleed bin Talal and $112,000 in 2007 from Saudi prince Abdullah bin Mosa’ad, at least $300,000 from the Saudi-based Organization of the Islamic Conference, $250,000 from the Islamic Development Bank, and at least $17,000 from the American office of the Saudi-based International Islamic Relief Organization.

Claim 4: CAIR is an independent, domestic human rights group “similar to a Muslim NAACP.” Fact: In a desperate search for funding, CAIR has offered its services to forward the commercial interests of foreign firms. This came to light in the aftermath of Dubai Ports World’s failed effort to purchase six U.S. harbors in 2006 due to security fears. 

In response, CAIR’s chairman traveled to Dubai and suggested to businessmen there: “Do not think about your contributions [to CAIR] as donations. Think about it from the perspective of rate of return. The investment of $50 million will give you billions of dollars in return for fifty years.”

Combining these four facts reveals a CAIR quite unlike its public image. Almost bereft of members and dues, it sustains itself by selling its services to the Saudi and U.A.E. governments by doing their ideological and financial bidding.

This in turn raises the obvious question: should CAIR not be required to register as a foreign agent, with the regulations, scrutiny, and lack of tax-deductible status that the designation implies? Data in Muslim Mafia certainly suggests so.

Looking further ahead, I expect CAIR’s days are numbered. It’s a dirty institution, founded by Islamic terrorists and with many subsequent ties to terrorists. Over the years, it has established a long record of untrustworthiness that includes doctoring a photograph, fabricating anti-Muslim hate crimes, and promoting suspect polling. It has also intimidated critics via libel suits, boasted of ties to a neo-Nazi, and allegedly paid hush money. Eventually, close scrutiny of this outfit will likely lead to its demise.

That’s the good news. Less happy is my expectation that CAIR’s successor will be a more savvy, honest, respectable institution that continues its work of bringing Islamic law to the United States and Canada while avoiding the mistakes and apparent illegalities that render CAIR vulnerable. In that sense, the fight to preserve the Constitution has just begun.

Obama from Kenya, archived report says Revives worry about president's eligibility for office

An archived article from 2004 on Barack Obama's run for the U.S. Senate in Illinois describes the relative political newcomer as "Kenyan-born," providing further fuel for speculation over the president's eligibilty for office.


The issue is significant, since there are a number of lawsuits challenging Obama's eligibility that argue if he was not born in the U.S., he does not meet the requirement in the Constitution that the president be a "natural born" citizen.


Now have come a flood of blog questions and e-mails regarding the apparently archived article from the Sunday Standard in Kenya.

The report starts out, "Kenyan-born US Senate hopeful, Barrack (sic) Obama, appeared set to take over the Illinois Senate seat after his main rival, Jack Ryan, dropped out of the race on Friday night amid a furor over lurid sex club allegations." 

The report continues to discuss the allegations against Ryan, Obama's opponent in his race for the U.S. Senate, and his decision to drop out, virtually handing the Senate seat to the political newcomer.

The article is credited to the wire service Associated Press at the bottom of the page. However, the article could not be found either in the AP archives available to the public online or the archive on the newspaper's website. WND telephone calls and e-mails to the newspaper did not generate a response.

At the Post & Email blog, writer John Charlton offered several explanations, including the suggestion references to Obama's birth have been scrubbed.

He wrote that a search of Google for the issue produced unusual results.
"
When you attempt to search for 'Kenyan-born Obama'; results are missing; years prior to 2004 seem scrubbed; and when you click a link to an article in 2000, you get an article in 2004. "Deliberate sabotage of their own news archive?" he wondered.

He said searching Google for the reference words "Kenyan-born U.S. Senator Obama hopeful…" came up with a 1981 New York times reference, but Obama is not in the article.

"There is no mention of Obama from 1981 to 2000; despite all his 'work with the poor' in Chicago," Charlton continued.

The June 27, 2004, article from the Standard doesn't appear.

A further link to PBS leads to a story about Obama's Senate victory, another to USA Today talks about Obama's father being Kenyan-born and another from 2004 does the same.

"Then, you would not believe it; but all the newspapers in the world, during the period from Jan. 1, 2005 to April 12, 2006, don't make one mention of Obama! Not even one," he said.

The bottom line, however, Charlton wrote, should not be what published reports have said, but what proof Obama can provide.

"If Obama cannot show documents which prove he is born in the USA; the mere fact that he has claimed to be born overseas and in the U.S.A.; first at one hospital in Hawaii and then at another; means that nothing he says in court, and no document presented by his campaign could be taken as prima facie evidence of anything."

Earlier this year, an African news site and an MSNBC broadcaster delivered references to President Obama's birthplace as being outside of the United States, even as a controversy had developed over a letter purporting to be from the president claiming Kapi'olani hospital in Honolulu as his birth location. 

Network correspondent Mara Schiavocampo was reporting on the celebratory atmosphere in Accra, Ghana, immediately prior to Obama's visit to the west African nation.

Interviewing a person who appeared to be a shop operator, she suggested, "Barack Obama is Kenyan … but Ghanaians are still proud of him."


Her report talks about the party atmosphere and the Obama fan clubs who has posted "Welcome home" signs. 

Meanwhile, a report at Modern Ghana also posted in advance of the president's visit cited his birthplace on the continent of Africa.


"For Ghana, Obama's visit will be a celebration of another milestone in African history as it hosts the first-ever African-American president on this presidential visit to the continent of his birth," the report said. ....

Congress seizes on explosive new book based on daring undercover CAIR probe


In the wake of the sensational ACORN video sting operation by two young investigators, an even more daring, dangerous and devastating undercover investigation - this one infiltrating the nation's most aggressive Muslim "civil rights" organization for six months - has resulted in stunning revelations about the supposedly "moderate" group, backed up by 12,000 pages of documents and 300 hours of covert video obtained during the secret op.

"Muslim Mafia: Inside the Secret Underworld That's Conspiring to Islamize America,"  a WND Books publication by counter-terrorism investigator Dave Gaubatz and "Infiltration"  author Paul Sperry, documents CAIR's ultimate purpose to transform the United States into an Islamic nation under the authority of the Quran.

The book already has prompted action on Capitol Hill.

With evidence from "Muslim Mafia"  in hand, U.S. Rep. Sue Myrick, R-N.C., co-founder of the Congressional Anti-Terror Caucus, and other members of Congress – including Reps. Noting that CAIR has tried to hide its strategy, finances, membership, internal disputes and much more from public view since its founding in 1994, Islam expert Daniel Pipes  lauded "Muslim Mafia"  for definitively exposing the "tawdry and often illegal inner workings of radical Islam's most aggressive organization in North America."

"The revelations in this book should both put CAIR out of business and permanently discredit the Islamist cause," Pipes said.

Undercover

The book begins as a real-life, heart-pounding thriller, with Chris Gaubatz, the son of co-author David Gaubatz, preparing to go underground as an intern for CAIR at its Herndon, Va., office.

Astoundingly, the younger Gaubatz, posing as a bearded Muslim convert, ends up with a position at CAIR's national office in Washington, just three blocks from the U.S. Capitol building, working alongside top leaders Ibrahim Hooper, Nihad Awad and Corey Saylor.

Along with declassified government documents, the book unveils thousands of e-mails, faxes and internal memos that were never meant for public viewing.

The new evidence shows that CAIR – already designated an unindicted co-conspirator in the largest terror-financing case in U.S. history  – is part of an organized crime network in America made up of more than 100 other Muslim front groups that collectively comprise the U.S. Muslim Brotherhood.

"Muslim Mafia"  also exposes the inner workings of the mob-like Brotherhood and explains its broader conspiracy of infiltrating the American government and "destroying Western civilization from within."

"The evidence found in the investigation is incontrovertible," said co-author Sperry, noting that the book has more than 40 pages of footnotes and an appendix with more than 50 pages of exclusive confidential documents.

The Brotherhood is known within Islamist circles as the "Ikhwan mafia" because of its highly organized structure, centralized control and covert operations. CAIR, reveals "Muslim Mafia,"  is one part of the network of front groups, cut-outs and shell companies that shield the Brotherhood's criminal activities from authorities.

"These guys talk about jihad and murdering Jews like the mob talked about killing – totally casual, like they were ordering pizza," said one FBI official in Washington quoted in the book.

Some key smoking-gun revelations detailed in "Muslim Mafia"  include:

  • New evidence that CAIR was launched to support the Hamas terrorist group, and has transferred tens of thousands of dollars to a group recently convicted as Hamas' top fundraising arm in the U.S. - money that ended up aiding terrorist attacks on Israelis and Americans;


  • Internal documents showing CAIR, despite claims of cooperating with law enforcement, actively works behind the scenes to mislead and deceive the FBI on behalf of terrorism suspects - and has even cultivated Muslim moles inside law enforcement who have tipped off FBI terror targets;


  • CAIR is more closely tied to al-Qaida than previously reported;


  • CAIR claims to represent all Muslim Americans, however, it has victimized some 100 indigent Muslims in a massive fraud and threatened them when they tried to go to the media; and internally, personnel complaints reveal CAIR discriminates against Shiite Muslims and Muslim women within its own headquarters;


  • CAIR and its sister fronts are funded by foreign Muslim Brotherhood sources;


  • CAIR leaders share the Muslim Brotherhood's ultimate goal to replace the U.S. Constitution with Shariah law;


  • The Muslim Brotherhood investment in corporate America will be used to pressure U.S. companies into compliance with Islamic principles.
The book also shows radical Muslims in the U.S. are working to support Palestinian terrorists, destroy Israel, gut U.S. anti-terrorism laws, loosen U.S. Muslim immigration policies and convert Americans to Islam.

The authors explain they targeted CAIR because it helps control the "religious crime syndicate from its power base in Washington, the capitol of the same government it wishes to overthrow."

While the FBI has cut formal ties to CAIR in the wake of its designation as an unindicted co-conspirator in a plot to fund the Palestinian terrorist group Hamas , the group has virtually unfettered access to Capitol Hill and continues to wield influence in the White House.

CAIR, the book reveals, regularly reserves meeting rooms and prays Fridays alongside Muslim Rep. Keith Ellison, D-Minn., and a growing number of Muslim staffers.

The first Muslim elected to Congress and a de facto CAIR board member, Ellison predicted in one CAIR power breakfast he soon would be flanked by 15 other Muslim congressmen, "Muslim Mafia"  notes.

Chris Gaubatz, in fact, once found himself praying elbow-to-elbow with Ellison during a Friday prayer gathering attended by CAIR inside the U.S. Capitol.

House Speaker Nancy Pelosi, D-Calif., the book says, is totally in the dark about the threat, and so is the White House.

In fact, reveals "Muslim Mafia,"  in the White House President Obama is hiring Muslims – including an adviser who advocates compliance with Shariah law – based on resumes solicited from Muslim Brotherhood fronts.

Meanwhile, the FBI is in conflict internally about how to deal with the Brotherhood, with some top officials in favor of maintaining outreach, while counter-terror case agents in the field strongly object, pointing to evidence the network is a factory for homegrown terror and is secretly carrying out activities hostile to the U.S.

"They've achieved outrageous penetration at senior levels of our government," veteran FBI special agent John Guandolo warns in the book.

Until recently, the FBI engaged in outreach activities with CAIR, including forcing rookie agents to take cultural field trips to area mosques.

The "Muslim Mafia" authors obtained notes revealing the FBI even has offered to sponsor Muslim youth camps with the Boys Clubs of America.

A shortage of Arab linguists and dozens of discrimination suits by Arab and Muslim employees has prompted the FBI to recruit from Brotherhood-related groups, such as the Islamic Society of North America

A Muslim agent who drew national attention when he refused to tape-record a fellow Muslim  during a terrorism investigation was promoted and now recruits other Muslims to become agents and linguists.

'Hit sheets'

The book also presents evidence CAIR has prepared "hit sheets" on its critics in the news media in an effort to intimidate them into silence.

Internal memos show, for example, top officials privately met with CNN executives in Atlanta to press them to cancel Glenn Beck's program on its Headline News network. Beck now has a highly rated afternoon show on the Fox News Channel.

CAIR's campaign to boycott leading nationally syndicated radio talk-show host Michael Savage's advertisers  cost more than $160,000, the book reveals. The authors recount how CAIR ran out of money before it could crack Savage's most loyal sponsors.

The book also includes new revelations about CAIR's role in the "flying imams" case in 2006  in which six Muslim leaders were removed from an airline flight in Minneapolis after passengers and crew members reported what they believed to be suspicious behavior.

"Muslim Mafia"  also exposes CAIR's secret agenda to criminalize anti-terror profiling by police and private entities.

Gaubatz is a veteran federal investigator and counter-terrorism specialist who served for more than a decade as a special agent in the U.S. Air Force's elite Office of Special Investigations. He held the U.S. government's highest security clearances, including Top Secret/SCI (Sensitive Compartmented Information), and was briefed in many so-called black projects.

Gaubatz also is a State Department-trained Arabic linguist with more than two decades of experience in the Middle East, including tours in Saudi Arabia, Kuwait, Jordan and Iraq. In 2003, he led a 15-man team to rescue the family members of the Iraqi lawyer credited with saving Army Private First Class Jessica Lynch.

Sperry, a media fellow at Stanford University's Hoover Institution, is former Washington bureau chief for Investor's Business Daily and former Washington bureau chief of WorldNetDaily.com.

Italy was bribing the Taliban but didn't tell the French, French troops killed and mutilated

The Italians forgot to mention to the French that they were playing Aethelred the Unready, and so the French were ambushed and killed. "French troops were killed after Italy hushed up 'bribes' to Taleban," by Tom Coghlan in The Times, October 15 (thanks to Weasel Zippers):
When ten French soldiers were killed last year in an ambush by Afghan insurgents in what had seemed a relatively peaceful area, the French public were horrified.


Their revulsion increased with the news that many of the dead soldiers had been mutilated -- and with the publication of photographs showing the militants triumphantly sporting their victims' flak jackets and weapons. The French had been in charge of the Sarobi area, east of Kabul, for only a month, taking over from the Italians; it was one of the biggest single losses of life by Nato forces in Afghanistan.



What the grieving nation did not know was that in the months before the French soldiers arrived in mid-2008, the Italian secret service had been paying tens of thousands of dollars to Taleban commanders and local warlords to keep the area quiet, The Times has learnt. The clandestine payments, whose existence was hidden from the incoming French forces, were disclosed by Western military officials.

US intelligence officials were flabbergasted when they found out through intercepted telephone conversations that the Italians had also been buying off militants, notably in Herat province in the far west. In June 2008, several weeks before the ambush, the US Ambassador in Rome made a démarche, or diplomatic protest, to the Berlusconi Government over allegations concerning the tactic.

However, a number of high-ranking officers in Nato have told The Times that payments were subsequently discovered to have been made in the Sarobi area as well.


Western officials say that because the French knew nothing of the payments they made a catastrophically incorrect threat assessment.


"One cannot be too doctrinaire about these things," a senior Nato officer in Kabul said. "It might well make sense to buy off local groups and use non-violence to keep violence down. But it is madness to do so and not inform your allies."...

This week, I reviewed a forward of a definitive report on the immoral crisis confronting our serving military soldiers and officers in the U.S. Army, the Marine Corps and the SEALS coming from the appalling performance of their personal side arms, rifles, and crew served automatic weapons in Iraq and Afghanistan. The PowerPoint was absolutely the most comprehensive of its kind I have ever seen, with 175 pages of snapshots of specific performance and non-performance of virtually every weapon in our national inventory. This report came on the heels of a battle last week in Afghanistan in which a strong point was overrun by Taliban terrorists, resulting in the deaths of nine U.S. soldiers and 27 wounded. 

How did this happen? Their weapons jammed with moderate use, they fouled, they overheated, and they just plain didn’t perform to the levels for which they were reportedly tested. In the name of a tainted bureaucracy, our men and women exposed to close combat are being given second-rate, inadequate weapons that may save chump change, but only at the price of unnecessary deaths of our most valuable assets – our people.

Al Qaeda in Yemen, Inventor of the Butt Bomb, Caught in Ladies Clothes

You remember those exemplars of total submission, Yemeni al Qaeda, and their astounding innovation: "The third tactical shift is perhaps the most interesting, and that is the use of an IED hidden in the anal cavity of the bomber." Well, they're still at it:
UPI: Saudi officials blame al-Qaida militants who crossed the southern border from Yemen for a shoot-out that left one police officer and two terrorists dead...Shoais had stopped a car of men dressed in women's clothing believed to be hiding explosive belts, Emirati newspaper The National reports. The spokesman said security officials believe the men were preparing for a suicide operation.
Yemeni al Qaeda also wear make-up on a regular basis.

CAIR attempts to torpedo Capitol press conference Hits back with 'criminal report' about undercover investigation

(Analyst's note:  This is absolutely a must read assessment of a developing situation that must be understood by all American citizens.)

.... CAIR and its agents are influencing policies related to the USA Patriot Act, the post-9/11 security measure to help law enforcement crack down on terrorists.

"Muslim Mafia" uncovered confidential CAIR memos revealing that in one year alone, officials with the terror-supporting front group made an alarming 72 separate trips to Congress to lobby against the Patriot Act. The same year Congress met fewer than 150 days.

U.S. prosecutors believe CAIR, while claiming to be a civil-rights group, is actually a front group for Hamas and other terrorists. The Justice Department stated in September 2007 during its prosecution of the Holy Land Foundation in Dallas – the largest terror-financing case in history – that CAIR "has been identified by the government at trial as a participant in an ongoing and ultimately unlawful conspiracy to support a designated terrorist organization, a conspiracy from which CAIR never withdrew." ....

CAIR's Khalili wrote to Myrick that she may not be aware that authors P. David Gaubatz and Paul Sperry "appear to admit to participating in a plot and scheme that spanned several jurisdictions with the apparently admitted intent to permanently deprive CAIR of its business property. The conspirators seem to admit that through their enterprise they stole thousands of pages of CAIR documents via what could be viewed as conspiracy, larceny and fraud."

The CAIR lawyer told Myrick, co-founder of the Congressional Anti-Terror Caucus, she should "be aware that CAIR has contacted law enforcement authorities and filed a criminal report against those people that we believed have participated in the plot or furthered its goals. CAIR will also pursue civil damages against anyone responsible for defamation, theft of business documents, theft of trade secrets and invasion of privacy."

The publisher of "Muslim Mafia," WND CEO Joseph Farah, responded to CAIR's fax with a letter to Myrick pointing out the CAIR documents were legally obtained by Gaubatz's son, Chris, who went underground as a volunteer intern at the Islamic group's national office for six months.

Farah explained Chris Gaubatz "was asked to shred documents he believed might be criminal evidence … and involve matters of national security. On advice from counsel, he collected those documents and preserved them. None of the documents were 'stolen.'"

"They were, in fact, handed to him by CAIR employees for destruction," Farah wrote to Myrick. "All of the documents are available for review by appropriate law-enforcement authorities and, in fact, some have already been provided to them."

Farah concluded Chris Gaubaz's "patriotic activities within CAIR, an unindicted terrorist co-conspirator, were done on advice of counsel at every step, and were in accordance with District of Columbia and Virginia state law."

According to a Washington attorney, "it is a federal and state crime to participate in the destruction of evidence of a crime if reasonable suspicion exists the documents are evidence of criminal activity."
Khalili, for his part, urged Myrick to investigate "criminal actions of the authors" and "withdraw support from those who appear as if they seek to profit from criminal behavior."

CAIR spokesman Ibrahim Hooper told The Hill newspaper he welcomed scrutiny from the Republican Congress members but said he was disappointed to see them associate with a "hate-monger" like David Gaubatz.

Gaubatz, a counter-terrorism investigator, served as a U.S. Special Forces officer in the Middle East for 12 years. Sperry is a veteran reporter on the war on terror and author of "Infiltration: How Muslim Spies and Subversives Have Penetrated Washington."

"It's a shame to see elected officials take part in a smear campaign based on bigotry," Hooper told the Capitol Hill daily.

According to "Muslim Mafia," Chris Gaubatz gained access into CAIR's inner circle and found himself working alongside Hooper. The two manned a CAIR booth together at a convention, and Hooper became so fond of Gaubatz – who was posing as David Marshall – that he volunteered to arrange a marriage for him.
"If these people weren't so hate-filled, it would be laughable, but unfortunately they have an audience and, given their positions, it's going to get picked up by the hate blogs," Hooper said.

Islam to rule America?
Hooper typically has dismissed accusations against CAIR by assigning motivations of "hate" or "bigotry" to the messengers.

In 2003, CAIR issued a press release accusing WND of "demonizing Muslims" for citing a Bay Area newspaper's report that CAIR's then-chairman, Omar Ahmad, told a gathering of Muslims that Islam was in America to dominate and that the Quran would one day rule over America.

In a phone conversation, Hooper insisted to WND that CAIR had sought a retraction from the newspaper. But when confronted with the fact that the reporter had just told WND she stood by the story and the editors had not been contacted by CAIR, he abruptly ended the call with, "If you are going to use distortions, I can't stop you; it's a free country. Have a nice day."

Hooper called back, however, and said he wanted to change his statement to say, "We will seek a retraction, and we have spoken to the reporter about it in the past."

In 2006, the issue arose again, however, when Muslim leaders expressed concern to Ahmad that someone from their community could voice such radical sentiments.

Ahmad told the Muslim leaders – and WND in an interview – the attribution was a "total fabrication" and assured them the newspaper, the Fremont Argus in California, issued a "clarification" after he "challenged" reporter Lisa Gardiner.

That seemed to satisfy the Muslim leaders, but Gardiner told WND once again she continued to stand by the story, and Editor Steve Waterhouse said he was confident she got it right.

"She was a good, solid reporter," Waterhouse said of Gardiner. "She was absolutely certain about what he said and what she reported."

Gardiner told WND she was 100-percent sure Ahmad was the speaker and that he made those statements, pointing out nobody challenged the story at the time it was published in 1998.

"She's lying," Ahmad told WND upon hearing Gardiner's defense of the story. "Absolutely, she's lying. How could you remember something from so long ago? I don't even remember her in the audience."

Does al-Qaida have key to unlock Pakistan nukes? Security experts worry about access to arsenal

Secretary of State Hillary Rodham Clinton isn't too concerned about the security of Pakistan's nuclear arsenal, saying that she has "confidence in the Pakistani government and the military's control over nuclear weapons," according to a report from Joseph Farah's G2 Bulletin.

However, when she dismisses the prospect that Islamic militants could overthrow the Pakistani government of President Asif Ali Zadari and gain control of its nuclear arsenal, her opinions are at odds with security specialists concerned that individuals in the Pakistani military are colluding with al-Qaida.

In a number of instances, these security experts point out, the Pakistani military provided safe houses for Khalid Sheikh Mohammed before his capture. Mohammed was the self-professed mastermind of the Sept. 11, 2001, terrorist attacks on the United States.

One security expert, Shaun Gregory from the University of Bradford in Britain, points out that officials from Pakistan's civil nuclear sector have met with leaders of al-Qaida, including Osama bin Laden.

The prospect of an inside job became more worrisome after it was revealed that Pakistan's top nuclear scientist, A.Q. Khan, had set up a global black market nuclear network for more than a decade and had shared nuclear information with such state sponsors of terrorism as Iran and North Korea. The CIA has confirmed that Khan's associates had met with bin Laden prior to 9/11.

"Pakistan's weapons are less secure today than they were five years ago, and it seems they're even less secure than under the (President Gen. Pervez) Musharraf government," according to Gerald Steinberg, professor of conflict management at Bar Ilan University in Israel.

From the Israeli perspective, he said, confidence is diminishing in the U.S. ability to control events in Pakistan and protect that country's nuclear stockpile.

Concern over the security of Pakistan's nuclear arsenal has arisen again as a result of the attack last week by Islamist militants on the heavily guarded headquarters of the Pakistan army headquarters in Rawalpindi. The attackers were dressed in military uniforms.

The Tehrik-i-Taliban Pakistan, or TTP, claimed responsibility for the attack. The TTP, also known as the Students' Movement of Pakistan, is the top umbrella group of the Taliban in Pakistan. Their primary target is the Pakistani army. They seek enforcement of Shariah law and want the forces of the North Atlantic Treaty Organization out of Afghanistan.

"If a relatively small group of people is able to penetrate into their 'Pentagon,' then it might show something about overconfidence of the Pakistanis, and that is worrisomeit's surprising that they were able to go in there relatively simply," said Hans Kristensen, director of the Nuclear Information Project of the Federation of American Scientists. He estimates that Pakistan has up to 90 nuclear warheads.
