Police informant Mubin Shaikh said Thursday that he was “nobody’s shill.” Two weeks earlier, the Crown pounced on him at the trial of a youth on terrorism charges for contradicting statements he had made at a previous hearing.

His warning to prosecutors came outside a Toronto court minutes after he pleaded guilty to threatening a pair of 12-year-old girls in April, 2007, in his Etobicoke neighbourhood.

Mr. Shaikh, a devout Muslim who was paid $300,000 by the RCMP to infiltrate an alleged terrorist cell, said a group of preteens had “swarmed” his two children, and when the group did not back off at his request, he threatened two girls. ...

400 members of Rainbow Family surround, attack federal officers

National Forest Service officials, surrounded and attacked yesterday in Wyoming with sticks and stones by 400 members of the Rainbow Family, were given reason to regret their decision to cancel a long-planned national service project by the Boy Scouts of America in favor of the unorganized annual gathering of hippies, anarchists and "free spirits" who commune with nature and each other.

... the Forest Service canceled a week-long national service project by approximately 1,000 members of the Order of the Arrow, the honor society for the Boy Scouts of America, scheduled since 2004, after the Rainbow Family announced it would hold its annual gathering in the same general location.

According to a statement released by the Forest Service's Incident Command Team in Rock Springs, Wyo., officers patrolling the main meadow of the seven-day event held near Sandy Springs made contact with a man who fled and was later apprehended. A second Rainbow attendee was detained for interfering in the arrest.

As 10 officers began to leave the area with their suspects, they were surrounded by an estimated 400 members of the Rainbow Family. A request for additional officers was made.

"The mob began to advance, throwing sticks and rocks at the officers. Crowd-control tactics were used to keep moving through the group of Rainbows," the news release said.

When back-up support arrived, officers made five arrests. A government vehicle was damaged and one officer was treated for injuries at a local hospital and released.

"This lawless behavior is unacceptable and we will not tolerate it," said John Twiss, Forest Service director of law enforcement. "The safety of our employees, public and Rainbow participants is our number one priority, and we will continue to protect everyone on the national forest."

... the Order of the Arrow has been working for several years to put together this year's public service project called ArrowCorps5.

The plans include about 5,000 top Boy Scouts from across the country donating an estimated 250,000 hours of time to restore, repair, rebuild, reclaim and refurbish miles of trails, acres and glens at five different sites in the nation's forests. In most cases, the scouts pay their own travel and room and board expenses to participate in the biggest service project since World War II.

"ArrowCorps5 is the largest, most complex, most challenging conservation project ever conceived by the Order of the Arrow and Boy Scouts of America," said Brad Haddock, chairman of the National Order of the Arrow Committee. "This project provides a once-in-a-lifetime opportunity for each participant to set an example of leadership in service to those who treasure our national forests."

The decision by the Forest Service to evict the Scouts left local Wyoming leaders infuriated.

"It's a matter of intimidation," Sublette, Wyo., County commissioner Joel Bousman told WND. "It appears the Rainbow group has managed to intimidate an entire federal agency."

Mark Rey, the federal undersecretary supervising the U.S. Forest Service, met with Rainbow Family members earlier in Pinedale, and urged them to move their gathering, the Casper Star-Tribune reported. They refused.

Rey told WND he thought the decision to move the Scouts to somewhere else and leave the Rainbow Family alone was the best under the circumstances. He said the government allows the Rainbow Family to bypass its regular permit requirements in favor of an "operating plan" but the bottom line was that the government didn't want to be arresting hundreds or thousands of people.

"They couldn't be expelled without a fairly significant amount of law enforcement activity," he told WND a week before the gathering began.

"The Boy Scouts have been planning this since 2004," Bousman told WND. "They've been through the planning process and have been working very cooperatively with our Forest Service. They've spent lots of money planning the biggest venture ever for the Boy Scouts.

"They did everything legally, they had their permits. But because of the fact Undersecretary Rey, for whatever reason, took it on himself to do what he has referred to as an experimental process by which he does not require the Rainbow Group to have any permit, the conflict developed," Bousman said.

Now, the "significant amount of law enforcement activity" Rey was hoping to avoid by not holding the Rainbow family to the standard permitting process has become unavoidable.

Inspectors to halt import of some food from Mexico

WASHINGTON (CNN) -- Starting Monday, health inspectors will halt the shipment of ingredients common to Mexican cuisine from Mexico to the United States, sources familiar with the salmonella poisoning investigation said.

Since April, more than 900 people have contracted the same strain of salmonella, but its source is unclear.

The inquiry, which initially focused solely on tomatoes, has expanded to include cilantro, jalapeño peppers, Serrano peppers, scallions and bulb onions, said Tommy Thompson, former secretary of the Department of Health and Human Services, who said he has been informed of the plan.

Thompson said the plan involves intercepting food samples at the border and sending them to laboratories to examine them for possible salmonella or E. coli.

So You Think You Know Oil: Maybe Not

Here we are with a new week and another round of posturing, politicking, and punditry regarding the price of petroleum. As happens when folks do a lot of talking, very little is said.

I hang around educated and talented people. Each individual has at least one university degree. Most read, watch, or listen to more than one news source every day. They span generations with ages ranging from the 20s to the 70s.

Yet, not a single person among them knew the answers to some basic questions pertinent to the growing discourse regarding the rising price of oil. A few knew some of the answers, and some knew a few of the answers. To be fair, I had to look up the answers, or else I would have been among the shoulder shruggers.

For instance, how big is a barrel? Answer: 42 gallons. So, now you know that when the price for a barrel of crude oil hits $140, that's the same as $3.33 a gallon.

What nation supplies the most crude oil and petroleum products to the United States? Answer: The United States. According to the Energy Information Agency (www.eia.doe.gov), our country supplied 41 percent of the oil we consumed in March of this year.

What nation, other than the U.S., supplies the most crude oil and petroleum products to our country? Answer: Canada. Our northern neighbor accounts for 12 percent of our nation's oil and 20 percent of all the oil we import. The rest of the top five include Saudi Arabia (7 percent and 13 percent); Venezuela (6 percent and 11 percent); Nigeria (6 percent and 10 percent); and Mexico (5 percent and 8 percent).

How much oil do we import from Persian Gulf countries? I'm glad you asked. Persian Gulf countries accounted for only 16 percent of our foreign oil imports each year from 2005 to 2007. In fact, our Persian Gulf imports declined most of this decade, from a 15-year high of a little more than 1 billion barrels in 2001 to 791.9 million barrels in 2007.

What's the difference between crude oil and petroleum products? Answer: Crude oil provides, among other products, gasoline, diesel and jet fuels, heating oil, liquefied petroleum gas, lubricants, asphalt, plastics, synthetic fibers, detergents, fertilizers, ink, crayons, bubble gum, deodorant, tires, and heart valves.

One barrel of crude oil (which is 42 gallons, remember?), yields about 19.6 gallons of gasoline. The other 22.4 gallons go into the products just mentioned.

How much of the cost of oil goes into the price of gasoline. Answer: A bunch. We consumed about 390 million gallons of gas a day last year in our cars, trucks, recreational vehicles, boats, farm implements, and construction and landscaping equipment. Back when crude was $68 a barrel (that was just last year), it accounted for about 58 percent of the price of a gallon of gasoline. The rest of the price came from refining costs (17 percent), federal and state taxes (15 percent), and distribution and marketing (10 percent).

By the way, the price of crude accounts for about 77 percent of the cost of gas at $4 a gallon.

Here's a little something you may not have considered. What products that you buy on a regular basis are sold with tax included? Answer: Gasoline. For everything else, you add the tax at checkout.

The folks in California pay 63.9 cents a gallon in state and federal fuel taxes, the most in the nation. That's just the base, though. Motorists there also pay an additional 6-percent state sales tax, with some paying another 1.25-percent county sales tax plus applicable local sales taxes. Same in Illinois, where Chicago motorists pay 12.75 cents per gallon on top of the 57.9 cents per gallon in state and federal taxes. Some Illinois motorists also pay a 6.25-percent sales tax.

Politicians, pundits, and other TV talking heads don't like to provide these answers, because facts get in the way of positions that pander to the mob. We don't point fingers at Canada, because it's de rigueur to paint the Saudis with the broad brush of blame. Folks float the idea of a moratorium on state and federal gasoline taxes without explaining its minimal impact on gas prices, or without mentioning the $3 sales tax some motorists pay on top of a $50 fill up. Policymakers don't explain that oil trades in the dollar, which is weak vis-à-vis the Euro, because that would require solutions for strengthening the greenback.

And, it's easier for simple minds to convince simpler minds to impose windfall-profit taxes on pension funds and owners of Individual Retirement Accounts who invest in oil companies than to take on credit card issuers charging double- and triple-digit interest rates to the millions of people using plastic to pay for food and fuel. Talk about irony.

And, we sure wouldn't want to impose a windfall-profit tax on someone who goes from making $56,000 a year as, say, an Illinois legislator, to $165,000 a year as, say, a U.S. senator, an increase of nearly 200 percent (not counting book deals or real-estate related loans).

The trial of Mr. Khawaja, the first person charged under Canada's Anti-Terrorism Act, had previously heard that the Ottawa native stepped into a sophisticated surveillance dragnet when he visited the U.K. suspects. On Monday, the trial is to hear evidence concerning what happened when he returned to Canada.

FBI terrorism profiling proposal 'un-American': Muslim rights group

[JURIST] The Council on American-Islamic Relations (CAIR) [advocacy website] Thursday blasted [press release] a proposed plan that would allow Federal Bureau of Investigation (FBI) [official website] agents to consider a person's race, religion, or ethnicity in deciding whether to open a terrorism investigation. CAIR decried the plan as "unconstitutional and un-American," saying that it could allow security agents to target Muslims and Arab-Americans for harassment.


A US Department of Justice spokesman responding to press reports on the plan - which has neither been finalized nor formally announced - denied that the new guidelines would allow profiling, noting that ethnicity is only one of many factors to be considered and that it is only when all those factors as a whole are deemed suspicious that an investigation can be opened. Under the proposed guidelines as explained to AP by unnamed sources, agents would be able to initiate investigations even in instances where there is no evidence of a crime, something required under current guidelines. Rights complaints by Muslims in the US rose 25 percent in 2006, according to an annual report on civil rights [PDF text; press release] released by CAIR last year. The group attributed the jump to a rise in anti-Muslim bias. The majority of reported complaints came against government agencies, including the DOJ.

University team to design ventilation to combat bioterrorism and chemical warfare

SASKATOON _ Researchers at the University of Saskatchewan are working on designing a ventilation system that could protect schools, hospitals, and other public buildings from chemical warfare and bioterrorist attacks.''Think of it as a complex fire alarm for industrial chemical spills, airborne diseases, and biological warfare strikes on vulnerable public spaces,'' said Janusz Kozinski, engineering dean and lead researcher.

''Whether an emergency starts with a terrorist's biowarfare assault or a contagious disease seeping through a hospital's air ducts, time is of the essence. This system promises to give citizens and emergency workers in these scenarios the extra seconds they need to respond before it's too late.

''The Early Warning and Response system addresses what Kozinski views as major threats to public safety _ the release of noxious chemicals and bio-agents into public buildings either accidentally through industrial spills or purposely through bioterrorist assaults that target ventilation systems.

It could also address the threat of outbreaks by detecting diseases, such as chickenpox and tuberculosis, before they spread through a hospital's air vents. Kozinski and his colleagues will investigate how humidity, air pressure, wind, and temperature influence the spread of noxious fumes and biochemical agents. The lab's research will also help determine how the system can both filter harmful agents out of the air and activate warnings when airborne contaminants reach a critical density.

In its current design, the system quickly notifies building residents about potential threats and conserves energy by only activating in times of potential crisis. ''We are expanding the scope of (the system's) applications to cover a wider base of situations that may affect civilian populations, such as the spread of influenza, anthrax, or the nerve agent Sarin,'' said Andre Dascal, a McGill University associate professor who is collaborating on the project.

FAILURES PROMPT NEW IDEAS FOR TERROR FROM THE SHADOWS

By Amir Taheri's -- NO one should feel safe without submitting to Islam, and those who refuse to submit must pay a high price. The Islamist movement must aim to turn the world into a series of "wildernesses" where only those under jihadi rule enjoy security.

These are some of the ideas developed by al Qaeda's chief theoretician, Sheik Abu-Bakar Naji, in his new book "Governance in the Wilderness" (Edarat al-Wahsh).

Middle East analysts think that the book may indicate a major change of strategy by the disparate groups that use al Qaeda as a brand name.

The Saudi police seized copies of the book last week as they arrested 700 alleged terrorists in overnight raids.

Naji's book, written in pseudo-literary Arabic, is meant as a manifesto for jihad. He divides the jihadi movement into five circles - ranging from Sunni Salafi (traditionalist) Muslims (who, though not personally violent, are prepared to give moral and material support to militants) to Islamist groups with national rather than pan-Islamist agendas (such as the Palestinian Hamas and the Filipino Moro Liberation Front).

All five circles are at an impasse, says Naji. Some accept the status quo while hoping to reform it. Others have tried to set up governments in a world dominated by "infidel" powers, and have been forced to abandon Islamic values. Still others failed because they didn't realize that the only way to win is through total war in which no one feels safe.

NAJI claims that the fall of the Ottoman Empire and the abolition of the Islamic Caliphate in 1924 marked the start of "the most dangerous phase in history." Those events put all Arab countries, the heartland of Islam, under domination by the "infidel"- who later continued to rule via native proxies.

In Naji's eyes, it is impossible to create a proper Islamic state in a single country in a world dominated by "Crusaders." He cites as example the Taliban - which, although a proper Islamic regime, didn't survive "infidel" attacks and opposition by Afghan elements.

Instead, he says, the Islamic movement must be global - fighting everywhere, all the time, and on all fronts.

SINCE 9/11, Islamist terror movements have been de bating grand strategy. Osama bin Laden had theorized that the "infidel," led by the United States, would crumble after a series of spectacular attacks, just as the Meccan "infidel" government did when the Prophet Muhammad launched deadly raids against its trade routes. Yet the 9/11 attacks didn't lead to an "infidel" retreat. On the contrary, the "Great Satan" hit back hard.

That persuaded some al Qaeda leaders that a new strategy of smaller, slower but steadier attacks was needed. Ayman al-Zawahiri, al Qaeda's No. 2, has advocated such a strategy since 2003, arguing that the jihad should first target Muslim countries where it has a chance of toppling the incumbent regimes.

Now Naji takes that analysis a step further - suggesting that low-intensity war be extended to anywhere in the world with a significant Muslim presence.

Islamists in the "wilderness" must create parallel societies alongside existing ones, Naji says - but not set up formal governments, which would be subject to economic pressure or military attack.

These parallel societies could resemble "liberated zones" set up by Marxist guerrillas in parts of Latin America in the last century. But they could also exist within cities, under the very noses of the authorities - operating as secret societies with their own rules, values and enforcement.

But they could also take shape in Western countries with large Muslim minorities: The jihadis are to begin by giving areas where Muslims live a distinctly Islamic appearance, by imposing special styles of dress for women and beards for men. Then they start imposing the shariah. In the final phase, they create a parallel system of taxation and law enforcement, effectively taking the areas out of government control.

The "wilderness" will provide the cover for bases for jihad operations. Jihad would be everywhere, rather than in just one or two countries that the "infidel" could hit with superior firepower.

IN a notable departure from past al Qaeda strategy, Naji recommends "countless small operations" that render daily life unbearable, rather than a few spectacular attacks such as 9/11: The "infidel," leaving his home every morning, should be unsure whether he'll return in the evening.

Naji recommends kidnappings, the holding of hostages, the use of women and children as human shields, exhibition killings to terrorize the enemy, suicide bombings and countless gestures that make normal life impossible for the "infidel" and Muslim collaborators.

Once parallel societies are established throughout the world, they would exert pressure on non-Muslims to submit. Naji believes that, subjected to constant intimidation and fear of death, most non-Muslims (especially in the West) would submit: "The West has no stomach for a long fight."

The only Western power still capable of resisting is the United States, he believes. But that, too, will change once President Bush is gone.

NAJI makes it clear that the United States is the chief, if not the exclusive target, of jihad at this time. He mentions Israel only once, as "America's little female idol." His only reference to Palestine is in a historical context.

Naji asks jihadis to target oilfields, sea and airports, tourist facilities and especially banking and financial services. He envisages "a very long war," at the end of which the whole world is brought under the banner of Islam.

He identifies several Muslim countries as promising for establishing "the governance of the wilderness": Saudi Arabia, Pakistan, Yemen, Turkey, Jordan, Libya, Tunisia and Morocco. The implication is that "wilderness" units already exist in nations such as Afghanistan, Iraq, Lebanon, Egypt, Somalia and Algeria.

Naji's theory is built on the concept of terror as the main organizing principle of the mini-states he hopes to set up everywhere in preparation for the coming Caliphate. He claims that the Prophet himself practiced the tactic by making his enemies in Medina, where he ran his version of the "wilderness," pay "the maximum price" for any deviance, and through constant raids on trade caravans belonging to his enemies in Mecca.

IN a simple language, Naji offers a synthesis of the themes that appeal to different jihadi groups. With anti-imperialist sentiments, missionary dreams, ethnic and class grievances and puritanical obsessions, he mixes a deadly cocktail.

Naji's message is stark: Western civilization is doomed. Its last bastion, America, lacks the will for a long war. The "infidel" loves life and treats it as an endless feast. Jihadis have to ruin that feast and persuade the "infidel" to abandon this world in exchange for greater rewards in the next.

Dear Proud American,

Today, on July 4, our nation celebrates Independence Day – the day, 232 years ago, when 56 Patriots signed their names to the Declaration of Independence, pledging “to each other our Lives, our Fortunes and our sacred Honor.” With the signing of the Declaration, they conceived a nation whose people would enjoy the blessings of liberty.

The fires of freedom and liberty were ignited, but throughout our history, they would have to be defended. Today, that responsibility has been accepted by young men and women serving as soldiers, sailors, airmen, Guardsmen and Marines. They are every bit as dedicated to defending our nation's liberty as those who served before them.

Freedom Alliance was founded to carry out the spirit of those who signed our Declaration of Independence – working to protect our national sovereignty and ensuring that our government continues to derive its "just powers from the consent of the governed," and also honoring and supporting the men and women of our Armed Forces who protect our nation.

One way we honor our military heroes is through our Freedom Alliance Scholarship Fund, which provides college scholarships to the sons and daughters of America’s military heroes – those who sacrifice life or limb in defense of our freedom.

Allow me to share some stories of these children of American Heroes.

On May 16, 2008 one of Monica Sherrill’s dreams came true: she graduated from Villa Julie College with a degree in Early Childhood Education, as her proud mother, sister and brother looked on.

But the achievement was bittersweet; she missed her Dad.

Monica’s father, Major Geoffrey "Doc" Sherrill, of the United States Army Special Operations Command, an American Hero, gave his life for his country when he was only 39 years old. "Doc" Sherrill was a dedicated physician who cared for his troops. Monica was just ten years old when her father was killed.

We cannot bring Monica’s father back to her and her family, but through the generosity of caring and patriotic Americans, our Freedom Alliance Scholarship Fund helped to make her dad's dream of a college education for her, come true.

Today we celebrate and congratulate Monica and all our 2008 Freedom Alliance Scholarship Fund graduates. You will see some of these outstanding youngsters in the “Salute to Our Scholarship Fund Graduates” – below.

I know you will be as moved by their stories as I am. Another one of our 2008 graduates, Bryce Hattamer of Michigan, received a Freedom Alliance Scholarship for all four years of college and earned his degree in Computer Science from St. Norbert College in Wisconsin.

As Bryce received his diploma, no doubt his thoughts turned to his father, Army Staff Sergeant Stephen Hattamer, who was killed in action on Christmas Day, 2003, while serving our country in Iraq. This American Hero served his country for 25 years and is the recipient of a Bronze Star and the Purple Heart.

Bryce was just 17 years old and a senior in high school when his father was killed, leaving Bryce, his brother, his sister and their mother without their beloved father and husband. Bryce wrote to me about his dad:

“My Father’s service in our military makes me proud. He had the great privilege and responsibility of protecting our freedom. What greater responsibility could there be? I am so proud of him and I know he would be proud of me.”

All of us at Freedom Alliance are proud of Bryce. We are honored that we could support his college education, because in doing so, our scholarship serves as a reminder to him, and all our scholarship students, that the parent they lost was a hero – not because of the way they died, but because of the way they lived.

“Graduation Day” for Monica and Bryce and all our bright, young scholarship recipients was made possible because generous Americans like you opened their hearts in support of the Freedom Alliance Scholarship Fund, making it possible for these sons and daughters of American Heroes to have a college education.

When the dream of a college education comes true, it transforms a youngster’s life forever.

That is why my good friend, Sean Hannity, and I have worked together for many years to rally support for the Freedom Alliance Scholarship Fund. Sean is a tremendous ally in this cause and I am very grateful to him. Thanks to many generous Americans, the Freedom Alliance Scholarship Fund has awarded more than $1.7 million in scholarships as a way to honor their parents who have served and sacrificed for our country.

But our work is far from finished.

To date, more than 4,500 American service members have been killed in Operations Enduring Freedom and Iraqi Freedom, leaving behind thousands of young children. These children, many of whom are young now, will be eligible for a Freedom Alliance Scholarship in the years to come.

The children who have been left behind deserve our help.

These children and their families face the everyday challenges of making a living, going to school and the many family activities each of us does on a daily basis. But these families take on these responsibilities without the help and support of a parent who made the ultimate sacrifice for our country.

Today, more and more children of America’s military heroes are looking to us – the Freedom Alliance Scholarship Fund – for financial assistance with the ever-mounting costs of a college education.

We are expecting a record number of new Scholarship Applications for the 2008-2009 academic year, which begins in September, but we have a record number of Freshman, Sophomores and Juniors whose scholarships are due to be renewed.
